コロナ政府支援はマイナス消費税で Negative Consumption Tax for Corona Government Aid
現在政府はコロナ対策６０兆円支援策を考えている。だれにどれだけ配布するのかは難しい議論だが、即時性が重要だ。Currently government is planning the use of JPY60tr as government Corona financial aid. Although it is not easy to decide how to implement, it needs to be put in place urgently.
非常に簡単な方法として、マイナス消費税を提案したい。As one quick and easy way, I wish to propose negative consumption tax.
１００円のものを買うと、現在１０円納税して、１１０円を支払うが、これを、逆に１０円もらい、９０円を支払う。If you purchase JPY100, then you pay JPY10 as tax but we get instead JPY10, hence total payment will be 90 instead of 110.
期待される効果は、Expected impacts are,
１）政府としては数字を変えるアナウンスをするだけで済む For government, only need to make announcement.
２）GDPの落ち込みが自動的に政府支出で補える GDP drop is automatically covered by this government expense.
３）コロナ期間限定とすることで、消費が喚起されるConsumption will be stimulated during Corona period.
現在金融の世界ではマイナス金利が採用されて久しい。普段は取られるという意識しかなかった税が、もらえるという逆転状態は意外な効果があるのではないだろうか？ In financial world, negative interest rate has been around quite some time. Probably now it is time to put it in consumption tax as surprise measure to make people's sentiment much better.
